Who does what

Different roles handle different parts of Operate:

super_admin — user creation across roles, tenant-wide settings, integrations, billing
tenant_admin — day-to-day: user management within existing roles, branding, low-risk integration changes
billing viewer — read-only access to billing + usage
auditor (if defined) — read-only access to audit logs
